Roberto Di Stefano, nome in codice "Ultimo", giovane capitano dei Carabinieri dotato di un profondo e radicale senso di giustizia, riceve l'incarico di seguire un importante latitante, Niscemi, il commercialista del boss Partanna, a Roma per portare a termine alcune operazioni finanziarie. Ultimo è abituato a lavorare nell'ombra per continuare a essere operativo. Nell'Arma non gode di grandi favori, anche perché i suoi successi attirano l'invidia di alcuni colleghi. Può contare però sulla stima di magistrati e superiori, come il generale Trani. Per formare il suo gruppo operativo, Ultimo sceglie gli "scarti" dell'Arma ragazzi capaci, dotati di uno spiccato atteggiamento di iniziativa, che però, per il loro spirito ribelle e per i metodi non conformisti, sono stati messi ai margini. Con i mezzi più poveri, il gruppo - denominato "Crimor" è composto, oltre a Ultimo, da Solo, Arciere, Ombra, Parsifal, Aspide, Pirata - si mette subito a lavorare duramente. Dopo una serie di pedinamenti, riescono ad arrestare Niscemi, che decide di collaborare con la giustizia. Ultimo e il suo gruppo partono per la Sicilia, dove sono costretti a lavorare in totale clandestinità. Individuano la zona in cui da anni il boss vive nascosto. Mentre la Procura tenta di rimuoverlo dall'incarico, Ultimo in una tumultuosa lotta contro il tempo, preleva Niscemi, uno dei pochi in grado di riconoscere il boss, di cui non esistono fotografie. Quando alla fine il gruppo di Ultimo irrompe nella macchina di Partanna ferma a un semaforo e lo arresta, dalle radio delle auto in servizio parte un messaggio in codice: "Non c'è più nebbia in città".
