Pasquale Bellachioma commissario di Polizia sfortunato e pasticcione, crea un "colpo magistrale" che riesce a metterlo finalmente in luce davanti ai superiori, ma i risultati sono dei continui insuccessi. Venuto a sapere che i suoi colleghi sono alla ricerca di un "travestito", Andrea Ritter, unico testimone di alcuni attentati a un capo di stato di un paese petrolifero, decide di precederli. Rapisce Andrea e decide di usarlo come esca per il killer del capo stato. Da qui una girandola di imprevedibili situazioni, fughe, travestimenti e tranelli. Intanto Pasquale comincia ad essere attratto dal "bel travestito" che sembra piuttosto una bellissima ragazza. Durante un ricevimento in onore del capo di stato, Pasquale, grazie anche a una fortunata serie di circostante, riesce a salvare la vita all'illustre personaggio e a sconfiggere il killer. Ottenuto finalmente il tanto agognato riconoscimento del capo della Polizia, Pasquale si accorge di essere anche innamorato di Andrea che si dichiara una donna e non un travestito. Insegue la ragazza per dichiararle il suo amore ma la trova in un gabinetto per uomini.
Pasquale Bellachioma unfortunate Police Commissioner and bungling, creates a "master stroke" that can finally put it into light before their superiors, but the results of continuous failure. Hearing that his colleagues are looking for a "transvestite", Andrea Ritter, the only witness of some attacks in a head of state of a country's oil, decided to precede them. He kidnaps Andrea and decides to use it as bait for the chief's killer was. From here a whirlwind of unpredictable situations, escapes, disguises and trickery. Meanwhile Pasquale begins to be attracted to "nice transvestite" which seems rather a beautiful girl. During a reception in honor of the head of state, Pasquale, thanks to a successful series of the surrounding environment, can save the life of the illustrious characters and defeat the killer. Obtained finally the coveted recognition of the police chief, Pasquale notices be in love with Andrea who claims a woman and not a transvestite. He chases the girl to declare his love but finds her in a toilet for men.
