3 settembre 1982, il generale Dalla Chiesa e sua moglie Emanuela cadono sotto i colpi della mafia a Palermo. Si sono conclusi con questa tragedia i cento giorni di Dalla Chiesa come prefetto di Palermo. Il film inizia con l'uccisione dell'ispettore Giuliano, di Pier Santi Mattarella, di Pio La Torre. La mafia imperversa, l'opinione pubblica è inquieta e il governo ricorre al generale Dalla Chiesa, vittorioso del terrorismo, perchè abbia a sconfiggere anche la mafia. Ma questi sono solo buoni desideri, finché non c'è un'efficace legge antimafia e il prefetto di Palermo non ha pieni poteri. Queste sono le giuste richieste del gen. Dalla Chiesa, queste sono le carenze e le colpe del governo. La mafia non è solo potente in Sicilia, ma è molto più potente in Parlamento, ove fa bocciare la legge sull'esattoria da affidare ai poteri pubblici, è potente fuori Italia, specialmente negli Stati Uniti. Fidando sulle promesse, il generale affronta il suo incarico difficile con il profondo senso del dovere, sacrificando i suoi sentimenti personali, non vuole privilegi, è molto chiaro, molto energico, ma anche molto umano. Lo stato non delega il suo potere ad alcuno - dice Dalla Chiesa - tanto meno alla mafia, e la rivoluzione di cui la Sicilia ha bisogno è una sola: che l'unico potere sia dello stato, sia effettivo e riconosciuto. Siamo d'estate, ma il generale non è venuto a fare il turista e inizia indagini complete in tutti i campi: dai suoi collaboratori, al mondo degli affari, alle banche, ecc. Ha contatti con tutti i ceti sociali, con l'umile gente del popolo, con studenti e operai. Trova il tempo anche di celebrare il matrimonio con Emanuela. Avrà così una moglie e una casa a Palermo. Nel frattempo la mafia reagisce. Il gen. Dalla Chiesa è forte, ma deve capire che noi siamo più forti. I delitti di stampo mafioso si moltiplicano nei modi più efferati, mentre sullo sfondo appare squallido il traffico di eroina. Interviene la Chiesa siciliana con il card. Pappalardo che si incontra con il gen. Dalla Chiesa e gli promette non solo preghiere, ma interventi decisi. Difatti dai pulpiti delle chiese i sacerdoti affermano a chiara voce: chi è mafioso non è cristiano. Intanto gli assassinati e gli scomparsi crescono sempre in modo impressionante. Emanuela è scossa e angosciata. Dice al marito: ti hanno messo qui come un parafulmine, se non riesci tu, non riuscirà nessuno... ma come potrà riuscire anche un generale Dalla Chiesa, se il governo lo lascia solo, senza i mezzi adeguati, se non capisce che la mafia non è un fenomeno solo siciliano, ma nazionale e internazionale? In questi termini Dalla Chiesa parla col giornalista Bocca. Egli conosce i capi mafiosi, gente che da 30 anni domina in Sicilia, ma dove sono le prove per arrestarli? Dove sono i pieni poteri? Eppure, dice Dalla Chiesa: contro le brigate rosse sono andato fino in fondo e contro la mafia farò lo stesso. Intanto con un'imprudenza unica che è anche follia, senza alcuna precauzione e scorta, si serve della macchina di Emanuela, e della moglie come autista, per trasferirsi dalla prefettura a casa. Il bersaglio è fin troppo facile per la mafia. Scatta l'agguato e il 3 settembre 1982 il generale con la giovane moglie cadono assassinati. Cento giorni nei quali per la mafia è successo nulla di nulla, gli omicidi si sono moltiplicati, ma forse, come dice il canto finale, è nata la speranza.
