Francesco Di Nardo, giovane magistrato di origini siciliane, risulta scomodo ai "piani alti" per aver avviato indagini su alcuni pezzi grossi della polizia. Il procuratore capo Lupi lo spedisce dunque a Oria, un paese della provincia di Brindisi il cui tribunale è malandato e malfunzionante, con processi che - seppur di piccola entità - sono pendenti da molti anni. Unico collaboratore l'anziano cancelliere Agenore Trotta, devoto dipendente dello Stato ma abituato ormai ad una gestione "comoda" del pubblico ufficio di giustizia.
Si trova subito a fronteggiare un grosso problema: la cava di pietra che dà lavoro a molti abitanti del paese è chiusa da molto tempo nonostante le sovvenzioni erogata dalla Cassa del Mezzogiorno e il decreto della magistratura che ne intima la riapertura. Il proprietario della cava è l'ingegnere Baldassarre, politicamente ed economicamente uomo di potere, che non intende riaprire la cava.
Nelle sue indagini il magistrato Di Nardo conoscerà don Carmine Di Cristina, boss locale e uomo d'onore, che gli consiglia ripetutamente di non alterare gli equilibri esistenti nel paese in cambio di una collaborazione. Ma Di Nardo non accetta compromessi e attende l'occasione per poter arrestare l'ingegner Baldassarre assieme a don Carmine e i suoi scagnozzi; l'occasione gli sarà fornita dal crudele omicidio dell'appuntato dei carabinieri Piacentini, ammazzato con la sua fidanzata mentre Di Nardo lascia Oria poiché trasferito ad altro incarico.
Il magistrato ritorna dunque al paese e riprende le indagini, riuscendo a far arrestare l'ingegner Baldassarre, don Carmine e il suo braccio destro Tony il Marsigliese.
Francesco Di Nardo, a young magistrate of Sicilian origins, is uncomfortable at the "high floor" for investigating some large pieces of police. Chief Prosecutor Lupi then sends him to Oria, a country in the province of Brindisi, whose court is maladjusted and malfunctioning, with processes that - albeit small in size - have been pending for many years. The only co-worker is Elder Chancellor Agenore Trotta, a devout employee of the state, but has become accustomed to a "convenient" public office of justice.
He immediately faces a major problem: the stone quarry that has worked for many people in the country has been closed for a long time despite the subsidies granted by the Cassa del Mezzogiorno and the decree of the judiciary that intimates it to reopen. The owner of the quarry is the engineer Baldassarre, politically and economically a man of power, who does not intend to reopen the quarry.
In his inquiries, the magistrate Di Nardo will know Don Carmine Di Cristina, local boss and man of honor, who repeatedly advises him not to alter the existing balance in the country in exchange for a collaboration. But Di Nardo does not accept compromises and awaits the opportunity to stop the engineer Baldassarre along with Don Carmine and his henchmen; The opportunity will be provided by the cruel murder of the accused of Carabinieri Piacentini, killed with his girlfriend while Di Nardo leaves Oria for transferring to another position.
The magistrate then returns to the country and resumes investigations, succeeding in halting the engineer Baldassarre, Don Carmine and his right arm Tony the Marsigliese.
