Tug Benson, il rimbecillito presidente degli USA, Stati Uniti invia tre missioni consecutive in Medio Oriente, per liberare i soldati americani, fatti prigionieri dal perfido despota, che vuol così vendicarsi degli Stati Uniti. Ma una dopo l'altra le tre missioni falliscono e i loro componenti vengono fatti prigionieri. Benson decide allora che solo l'eroe "Topper" Harley puo' riuscire nell'impresa, e incarica il colonnello Denton Walters di trovarlo e convincerlo. Intanto, giunge la notizia che il colonnello Walters imprigionato dal despota è stato torturato. Topper chiede allora al Presidente, di farlo partire subito con la prossima spedizione, per ritrovare Walters. Avvengono vari buffi combattimenti coi nemici: si battono perfino il Presidente Benson con il despota, usando le spade luminose di "Guerre stellari". Topper salva intanto i prigionieri americani.
Tug Benson, the stubborn US president, United States sends three consecutive missions to the Middle East, to free the American soldiers, taken prisoner by the evil despot, who wants to take revenge on the United States. But one after another the three missions fail and their components are taken prisoner. Benson decides then that only the hero "Topper" Harley can succeed in the enterprise, and instructs Colonel Denton Walters to find him and convince him. Meanwhile, comes the news that Colonel Walters imprisoned by the despot was tortured. Topper then asks the President, to start it immediately with the next expedition, to find Walters again. Various fights are being fought with enemies: even President Benson is beaten with the despot, using the "Star Wars" luminous swords. Topper saves the American prisoners in the meantime.
